Fine and rare wines in London might have what you are looking for. frw.co.uk. I've ordered with them in the past. As long as the wines are located in their London warehouse (you can select that in their webinterface) they should be able to deliver that to her place within a few days.

I had this VP a few weeks ago and my notes were very similar to yours. I have always found this to be a very approachable, elegant VP. With that being said, giving it ample decant time is critical. Edit: I reconsidered, it has just gone down the drain ;( That's a real bummer :( No worries, still 8 bottles left.. And 10 more 1997's and 11 1998's. That's the current LBV "drink-now" stockpile ;-) I've just stuck a piece of polyethylene foil into the other half of that bottle by the way...

1996 Niepoort LBV

Unfortunately, it has a very faint cork taint.. Not enough to have it go down the drain however!

Edit: I reconsidered, it has just gone down the drain ;(

I can remember only a single corked bottle - either Dow's or Graham's, about 7 years ago. As far as I can recall, this was a 10yo tawny.

It was sourced from a local liquor store, and I did return it.

I've frozen table wine as well. The only real noticeable issue was the lack of acidity after thawing, leaving the wine flabby. No idea why that happens, but it is a complaint I've seen on other wine boards as well. I've not tried it with Port though. Would be nice to test in some kind of blind tast...
