I think Portugal should use up the rest of their envelope to send a variety of 1.5L "samples" to members in good standing of every Port web site in the USA.

My thoughts exactly. I wonder what the strings were to get the money. What consitutes a Port web site? Clearly FTLOP counts, but what about wine web sites that just have a small Port discussion section?
What constitutes a member in good standing? Someone who has posted in the last month?
If I had to guess I'd probably put the number in the hundreds, not the thousands. But that's completely a guess.
