From the latest cryptic clue I assume I have:
The wrong variety of Frank
or
The wrong variety of Elizabeth
or
The number isn't on Frank's Dog Tag
I can't think of another Frank apart from Frank Spencer and he was married to Betty (Elizabeth) so - was there a film version of Some Mothers Do have Them where Frank joined the Army?

From your last entry I am going to claim that I know where the reference is from and "what" it refers to. But as I am not going to be able to utilize the prize, I am going to leave it to others to give you an answer.
I'm a little amused that your UK contingent hasn't quite picked it out yet. I listen to the BBC radio news when I'm at my desk and it seems rarely a week goes by when there isn't a reference to the modern manifestation of this topic.
On the other hand, to cut them some slack, it was largely unavailable in the UK for almost 30 years.
There: I think I have managed to claim I solved it, avoid offering any proof of my solution, and either confuse or enlighten those still seeking -- all in one fell swoop. :)

Tyler, A hint by others made me think, so... A call to several friends in the "Industry" helped me with part of it, I think...and I think I am on to what your guess is. If that is does not pan out, here is guess #2.

I will be traveling to NY as of Wed. night so I will release the answer by then or let Peter do so. Those who do plan to come on the trip with us (and it sadly seems like a paltry few from this Forum) could take advantage of this opportunity.

The movie which all of these hints comes from, is A Clockwork Orange by Stanley Kubrick (the master) who in 1971 set out to recreate the book by A. Burgess.Hints: To be Frank, 655321 has to deal with Taylor, although this has nothing to do with the IVDP Seal of Guarantee.
Frank - is the man that head of the Droogs, Alex visits at "Home" and breaks into Frank's house one rainy evening after some of the Synthemesc and Moloko Plus, looking for a bit of the old in-out. While Singing in the Rain, Alex tapes Franks mouth and takes advantage of the Mrs. while poor Frank takes a few kicks she takes a few sticks. He later gets revenge when Alex comes stumbling back "Home" after his old Droogs, now police, mercilessly beat him and almost drown him too. Frank plays some of Beethoven's Ninth (2nd Movement) while poor Alex is locked in an upstairs bedroom and tries to "snuff it."
655321 is Alex's prision number that he was called by (5-10 times) by the prison sargent, warden and preacher.
He has to deal with Taylor, actually Dr. Taylor towards the very end of the movie while still in the hospital recovering from his suicide attempt. After all he has been cured, when she shows him some pictures to make sure and then blasts the 9th for him to enjoy once again, before giving way to Alex's new friend, the politically ambitious Minister.
So Taylor truly has nothing to do with Port, no less the IVDP Seal of Guarantee.
I realize that Great Britain banned the movie for about 30 years ... but I'm sure most of you have seen this at least once.
