how to get rid of double scroll bars

One of my computers has the bars the other doesn't. Anyone know how to change the settings so I can rid the double scroll bars?
Could be resolution, could be a browser filled up with junk add-ins. Press F11 and see what happens. If the scroll-bars disappear then it's your junky add-ins.
Basically, you haven't got enough usable space on your screen for this wondrous website.
